The CIA’s Kinetic Pivot Into Mexico
When CNN disseminated the narrative of a unilateral CIA Ground Branch operations in Tecámac… a zone effectively on the strategic doorstep of the National Palace… signal the definitive end of the bilateral bromance.
For years, the relationship between Washington and Mexico City has been maintained through a delicate theater of shared responsibility.
The curtain may now be down.
The event in Tecámac was a demonstration of Tactical Transparency. By leaking the operation to a global platform, the CIA sends a kinetic signal to the Mexican political elite.
The thesis sovereignty is a simulation used for domestic consumption, while the Private Truth is a CIA led reality where foreign agencies no longer wait for a signature from the security cabinet to pull the trigger.
Things have moved from the era of capacity building to the era of unilateral Neutralization.
Context:
To understand why the CIA may be burning this bridge, one must understand the man standing on it. Omar García Harfuch is not a regular bureaucrat; he is the biological and ideological heir to the intelligence DNA of the Mexican state. As the son of Javier García Paniagua, the former head of the DFS (Dirección Federal de Seguridad) during the “Dirty War” era and the grandson of a revolutionary General, Harfuch was bred to speak this language.
The DFS was the original bridge between the Mexican state and the CIA. It was an agency that understood that order was maintained not through the law, but through the “Pacto.” During the Cold War, the DFS was the CIA’s primary partner in the region, managing the private truth of the war against communism while the public facing government maintained a facade of non intervention. Washington invested heavily in Harfuch because they viewed him as the Scion of Security. A pragmatic strongman who could navigate the messy, informal networks of Mexican power while delivering the kinetic results the Americans demanded.
They expected him to be the return of the DFS mindset: a partner who could clean house without making it a diplomatic crisis. But the Americans have concluded that the scion has become a shield for the very structures he was supposed to dismantle.
The lineage that once made him an asset is now viewed as the source of his obstructionism.
Rocha Moya
The catalyst for this is Rocha Moya. The Governor of Sinaloa, Rubén Rocha Moya, has become the symbol of the rot that Washington is no longer willing to tolerate.
Following the 2024 “Mayo” Zambada capture, which the U.S. executed with zero involvement from the Mexican government, and the subsequent 2026 DOJ indictments that linked the highest levels of the Sinaloa state government to narco financial structures, the U.S. moved from a posture of cooperation to one of “coercion.”
To Washington, Rocha Moya is THE node in the fentanyl supply chain. The Sheinbaum administration’s protection of Rocha Moya, which is framed as a defense of sovereignty, is now viewed by the second Trump administration as a hard line.
America is no longer asking for extradition through institutional channels, but instead, they may seek to create a crisis in the country to force the administration’s hand. The bilateral agreement dies because Harfuch couldn’t…or wouldn’t…deliver the Moya.
Protection in Sinaloa has become more expensive than the relationship with Washington, and the US is signalling that they will treat the Sinaloa state government as a hostile non state actor.
Enter Ground Branch
The specific mention of Ground Branch, aka the paramilitary arm of the CIA’s Special Activities Center, is not the option on the table. In the hierarchy of U.S. interference, the Ground Branch is the black bag tier. They do not do intelligence sharing or meetings with the National Guard to coordinate. They do neutralization operations. CNN leaking that Ground Branch is operating in the State of Mexico, is likely no benign leak. It is the signal that the door of law enforcement has closed, and counter-terrorism operations will be used.
Major Mexican cartels have been functionally designated as Foreign Terrorist Organizations by the U.S. executive, and now, under this designation, zones like Tecámac or the Chihuahua corridor are no longer viewed as sovereign territory in the traditional sense. Now these areas are conflict zones where unilateral kinetic action is authorized by U.S. domestic law.
If True…the explosion in Tecámac was a demonstration of this capability. The CIA wanted the Mexican Security Cabinet to see exactly how powerless they are when Ground Branch decides to bypass them and execute near thecapital.
But Why
Propoganda wise…This is what we call Narrative Management.
CNN is not a platform for the people. CNN is a mechanism for policymakers in D.C..
Media Mercenaries circulate the story using intelligence as a narrative tool to strip the Mexican Security Cabinet of its moral authority.
They intend to say “the Mexican state has lost its monopoly on violence. We are now the primary actors.”
Omar García Harfuch now finds himself in a Pincer Maneuver.
His primary selling point was that he was the only man the Americans trusted. By publicly bypassing him, the CIA has stripped him of his value.
He is now trapped in the Incompetence vs. Complicity Trap.
If Harfuch was unaware of the CIA operations, he appears incompetent.
If he was aware but kept it from President Sheinbaum, he is politically compromised and a double agent in the eyes of the Morena inner circle.
Harfuch is trapped between the administration’s sovereignty script and the CIA’s kinetic operation.
He can either lean closer to the Americans and become an overt puppet, or he can retreat into the sovereignty performance and become useless to Washington.

For international capital looking to invest in nearshoring projects in Mexico, the CIA’s presence provides a guarantee of stability that the Mexican state can no longer offer.
Washington is essentially telling investors not to worry about the cartels or the local corruption; we are clearing the path ourselves. This is what North America believes it must do to protect its supply chain.
The official response from the Government of Mexico is but a script written for the people. Props in a theatrical performance of national pride. In reality, they hold zero weight in Langley or the White House.
