For the past 40 years, Mexico has been the poster child for the Washington Consensus in Latin America. After the debt crises of the 1980s, the country pivoted away from state-led protectionism and remade itself in the image of the American economic model.

Its privatized state-owned enterprises and deregulated industries were supposed to bring in foreign direct investment. The signing of the North American Free Trade Agreement (NAFTA), and later the United States-Mexico-Canada Agreement (USMCA), on paper, worked. Mexico went from an oil-dependent nation to a global industrial powerhouse. Now, you have high-tech manufacturing creating cars, aerospace components, and medical devices.

Yet, despite doing everything the economists and consultants said, the Mexican economy still has not grown at pace for three decades. The current numbers are now exposing the structural issues of the country’s institutions.

Reality of Stagnation

The data for the mid-2020s shows that trade agreements alone cannot pull Mexico into first-world prosperity. Mexico’s GDP growth plummeted to 0.8%. In the first quarter, the Mexican economy went down another 0.6%, killing the slight gains of the previous year and making it the worst first-quarter performance since the pandemic.

The worst metric of this multi-decade stagnation is shown in the people.

Mexico’s real GDP per capita is now lower than it was back in 2018, despite raising the minimum wage. The average citizen is actually moving backward.

The question is: How can a country with a world-class manufacturing sector, a direct land border with the largest consumer market on earth, and a massive influx of nearshoring capital still fail to grow?

Copying American models without American Instititions

Mexico’s economic failure comes from a fundamental mismatch in how the state works. The state built an Anglo-style market on top of weak institutions where it either cannot or will not enforce rules. Free markets (despite the name) thrive because they are backed by strong enforcement, judiciaries, and individual private property rights. When Mexico copied the American model, it imported the deregulation and the trade ideas, but it failed to build the state capacity required to anchor them. Essentially, the economy operates in a legal vacuum.

With no strong state to guarantee the rule of law, the benefits of globalization are reserved for the productive elite,multinational corporations and large domestic industries that have the legal teams and international protections to isolate themselves from local institutional issues. For the rest of the country, small businesses and everyday workers just get taxed on survival. Contract disputes take years to resolve in corrupt local courts, regulatory enforcement is arbitrary, and cartels operate against the very ideas of commerce. Because the state doesn’t provide basic security, the everyday person benefits nothing.

It’s easy to say that maybe the people are simply lazy and lack the drive or capability to scale businesses. However, under Mexican law, the state has created a dual economy by taxing and regulating formal employment and private property, while shielding and providing social safety nets to the informal sector, both in protest by the average citizen, but also in the name of protecting culture.

If you choose to go formal, you are hit with compliance costs, rigid labor laws, and high tax rates. If you operate informally, the state ignores you or allows you to pay to keep your freedom.

The government historically expands social programs (free healthcare, cash transfers, and pensions) to target informal workers in order to maintain political control, even though it’s an irrational decision in terms of progress. Logically, it keeps people happy while keeping them in the lower classes. They remain tiny, low-yield operations, street stalls and small workshops, while the rich get richer. Half of the labor pool is trapped in a subsidized cycle, which ultimately drags down national growth.

The Systems of Control

Take for example: ejido land. The state made a deliberate decision to choose collective control over individual wealth after the Mexican Revolution. The Mexican state expropriated tracts of agricultural and rural land from the wealthy and handed it to indigenous communities and farmers. The catch was that the government did not give these peasants deeds to the land. Instead, the land was granted to the community. They are legally banned from selling, leasing to enterprises, or using the land as collateral without legal loopholes.

This never actually creates any long-term economic growth or a self-sustaining middle class. The Institutional Revolutionary Party (PRI) simply created a system where the people depend on the state. But people stay loyal to the state because they are given crumbs. This is the opposite of how Western nations drive economies.

When wealthy developers or foreign buyers purchase beachfront properties in places like Quintana Roo or Baja California, they arrive with an American expectation of private property. While the average citizens protest this, they fail to understand that the system is in place so they themselves cannot generate wealth either. They are loyal to the system that gives them crumbs at the expense of national progress. This allows the wealthy elite to continue to cash in while letting others be the scapegoats.

To fix this, the people must realize that the crumbs are not enough:

• You must get rid of the idea that informality is culture.

• Build proper fiscal and labor frameworks so that the formal economy is cheap, streamlined, and beneficial.

• Move away from antiquated collective property ideas and gain legal structures that allow capital for local investments.

• Enforce the Rule of Law to guarantee security, destroy systemic corruption, and suppress organized crime.

Until this is done, the people will stay in a perpetual state of stagnation.

If you’re an outsider, you may argue that fixing these institutional issues may kill the very reason you are attracted to the land. But coincidentally, if you have a disdain for outsiders, this is exactly what you would do to stop their encroachment.

The “modern” European state is great at procedural rigidity. It’s a system of “High Trust, High Rule” that functions in a lab environment. But we no longer live in a lab. We live in the 2020s, a decade of non linear “Chaos” where supply chains, energy grids, and social contracts are being shredded and really don’t fit into a bureaucratic spreadsheet.
Europe’s greatest strength is the Rule of Law, which is now rapidly becoming its primary point of failure.

In Europe, the state is a prisoner of its own virtues. If a radical group decides to block a major refinery or a port in France or Germany, the response is legalism. There are “Right to Protest” debates, judicial reviews, and layers of human rights oversight. By the time the state navigates the legal process to clear a road, the economic damage has cascaded through the continent.

Mexico, by contrast, operates on a different frequency: Low-Trust, High-Control. This is a soft authoritarian system that’s spent a century perfecting the art of managed chaos.

As the world enters a period of volatility, this mexican model is proving to have a competitive advantage for countries and groups who prioritize stability over procedure.

The DNA

To understand the Mexican advantage, you must look at the historical software of the state. In the 19th century, Porfirio Díaz governed with the mantra of Bread or the Stick. If you cooperate with the regime, you get the contracts, protection, and stability. If you disrupt the regime, you disappear. This wasn’t just a political tactic, but instead it wwas a fundamental recognition that in a fragmented territory, the Rule of Law was fiction, but the regime was reality.

When CNN disseminated the narrative of a unilateral CIA Ground Branch operations in Tecámac… a zone effectively on the strategic doorstep of the National Palace… signal the definitive end of the bilateral bromance.

For years, the relationship between Washington and Mexico City has been maintained through a delicate theater of shared responsibility.

The curtain may now be down.

The event in Tecámac was a demonstration of Tactical Transparency. By leaking the operation to a global platform, the CIA sends a kinetic signal to the Mexican political elite.

The thesis sovereignty is a simulation used for domestic consumption, while the Private Truth is a CIA led reality where foreign agencies no longer wait for a signature from the security cabinet to pull the trigger.

Things have moved from the era of capacity building to the era of unilateral Neutralization.

Context:

To understand why the CIA may be burning this bridge, one must understand the man standing on it. Omar García Harfuch is not a regular bureaucrat; he is the biological and ideological heir to the intelligence DNA of the Mexican state. As the son of Javier García Paniagua, the former head of the DFS (Dirección Federal de Seguridad) during the “Dirty War” era and the grandson of a revolutionary General, Harfuch was bred to speak this language.

The DFS was the original bridge between the Mexican state and the CIA. It was an agency that understood that order was maintained not through the law, but through the “Pacto.” During the Cold War, the DFS was the CIA’s primary partner in the region, managing the private truth of the war against communism while the public facing government maintained a facade of non intervention. Washington invested heavily in Harfuch because they viewed him as the Scion of Security. A pragmatic strongman who could navigate the messy, informal networks of Mexican power while delivering the kinetic results the Americans demanded.

They expected him to be the return of the DFS mindset: a partner who could clean house without making it a diplomatic crisis. But the Americans have concluded that the scion has become a shield for the very structures he was supposed to dismantle.

The lineage that once made him an asset is now viewed as the source of his obstructionism.

Rocha Moya

The catalyst for this is Rocha Moya. The Governor of Sinaloa, Rubén Rocha Moya, has become the symbol of the rot that Washington is no longer willing to tolerate.

Following the 2024 “Mayo” Zambada capture, which the U.S. executed with zero involvement from the Mexican government, and the subsequent 2026 DOJ indictments that linked the highest levels of the Sinaloa state government to narco financial structures, the U.S. moved from a posture of cooperation to one of “coercion.”

To Washington, Rocha Moya is THE node in the fentanyl supply chain. The Sheinbaum administration’s protection of Rocha Moya, which is framed as a defense of sovereignty, is now viewed by the second Trump administration as a hard line.

America is no longer asking for extradition through institutional channels, but instead, they may seek to create a crisis in the country to force the administration’s hand. The bilateral agreement dies because Harfuch couldn’t…or wouldn’t…deliver the Moya.

Protection in Sinaloa has become more expensive than the relationship with Washington, and the US is signalling that they will treat the Sinaloa state government as a hostile non state actor.

Enter Ground Branch

The specific mention of Ground Branch, aka the paramilitary arm of the CIA’s Special Activities Center, is not the option on the table. In the hierarchy of U.S. interference, the Ground Branch is the black bag tier. They do not do intelligence sharing or meetings with the National Guard to coordinate. They do neutralization operations. CNN leaking that Ground Branch is operating in the State of Mexico, is likely no benign leak. It is the signal that the door of law enforcement has closed, and counter-terrorism operations will be used.

Major Mexican cartels have been functionally designated as Foreign Terrorist Organizations by the U.S. executive, and now, under this designation, zones like Tecámac or the Chihuahua corridor are no longer viewed as sovereign territory in the traditional sense. Now these areas are conflict zones where unilateral kinetic action is authorized by U.S. domestic law.

If True…the explosion in Tecámac was a demonstration of this capability. The CIA wanted the Mexican Security Cabinet to see exactly how powerless they are when Ground Branch decides to bypass them and execute near thecapital.

But Why

Propoganda wise…This is what we call Narrative Management.

CNN is not a platform for the people. CNN is a mechanism for policymakers in D.C..

Media Mercenaries circulate the story using intelligence as a narrative tool to strip the Mexican Security Cabinet of its moral authority.

They intend to say “the Mexican state has lost its monopoly on violence. We are now the primary actors.”

Omar García Harfuch now finds himself in a Pincer Maneuver.

His primary selling point was that he was the only man the Americans trusted. By publicly bypassing him, the CIA has stripped him of his value.

He is now trapped in the Incompetence vs. Complicity Trap.

If Harfuch was unaware of the CIA operations, he appears incompetent.

If he was aware but kept it from President Sheinbaum, he is politically compromised and a double agent in the eyes of the Morena inner circle.

Harfuch is trapped between the administration’s sovereignty script and the CIA’s kinetic operation.

He can either lean closer to the Americans and become an overt puppet, or he can retreat into the sovereignty performance and become useless to Washington.

The Lay of the Land

Mexico City (CDMX): Southern Labyrinth

The Estadio Azteca/Banorte Stadium is located in the south of the city, an area of relatively high-density residential zones and informal commerce.

The Tlalpan : This is the primary area surrounding the stadium outside of Coyoacan. On match days, it becomes a static environment. Transit Hub: The intersection of the Metro and the Tren Ligero at Tasqueña creates somewhat of a bottleneck. If your plan relies on being dropped off near the stadium, you might find yourself walking the final 2-3 kilometers through an uncontrolled, crowdy areas.

Guadalajara: Zapopan

The Estadio Akron is an island stadium located in the Zapopan municipality, separated from the city core by the beltway.

Bottleneck: Guadalajara’s primary ring road is the only major access point to the Stadium. I assume that during the World Cup, the surge in ride share demand will lead to lots cancellations and predatory off-app pricing. This is simply the Mexican way of doing business.

Minerva as a bugger: Most individuals will probably try to stay in the Minerva or Puerta de Hierro districts. The transit between these hubs and the stadium includes crossing several high-traffic junctions that are prone to traffic jams.

Note: Guadalajara’s movement is run by the pulse of the Periférico/Beltway. You will probably need to account for traffic for upwards of 3 hours if you cannot use lateral routes. I’m predicting that areas will be a hellscape to get in and out from.

Monterrey: The Industrial City

The Estadio BBVA (“Gigante de Acero”) is in Guadalupe, while the primary accommodations for most people will likely be in San Pedro Garza García.

Loma Larga: The main transit between San Pedro and the rest of the city often involves the Túnel de la Loma Larga. A minor incident in this tunnel or on the Morones Prieto can stop all movement between San Pedro and the stadium for hours.

*Monterrey is also a near-desert city in the north..In June you often get a combination of 40C+ 100F+ heat. It’s not unheard of for a cheap rental car to breakdown.

Structural Friction

The public lie of large scale events is that the state can provide a security shield for all visitors. The private truth is that official capacity is always prioritized for teams, heads of state, and FIFA officials. The general raveler is left to navigate a saturated infrastructure with diminished resources. The Teotihuacan incident has already proven that.

Failures in formal transit

I personally think that ride-share apps (Uber/Didi) will be barely viable for the average person. I have been to large events in the cities and you often end up walking nearly a mile out of the event zone and still waiting 20+ minutes for a ride. The music festival often have spending 2-3 hours just trying to get home. For higher networth movement, this is likely not acceptable considering the lack of SUVs in the city.. Algorithms will surge prices, drivers will prioritize “short-burst” city trips over the 3-hour stadium slogs. Furthermore, the National Guard security checkpoints established near the stadium will further bog down everyone.

MY Take

CDMX is for the person who wants to be in the “Room where it happens.” A city for stakeholders, heavy hitters extroverts and or people that want to be more extrovert. This is a city where you won’t enjoy yourself if you prefer to hide inside.

2. Monterrey (San Pedro Garza García)

If Mexico City is the brain, Monterrey is the muscle. Specifically, San Pedro Garza García is one of the wealthiest neighborhoods in Latin America. It serves as the citadel for the country’s industrial zone. I will say it has a corporate atmosphere that feels more like Houston or Dallas than a typical Mexican city.

Logistics

The infrastructure here is the most Americanized in the country. Proximity to the Texas border makes it the logical base for anyone involved in cross-border trade or “Nearshoring” logistics. Everything is built for cars; do not expect the walkability of CDMX.

Price

San Pedro is moreexpensive. But if you aren’t here for arbitrage…you’re here for the network and the security. Real estate prices in many area area here rival those of major US hubs.

Quality of Life

Security is the primary selling point. The city is clean, the gyms are wgreat, and the Sierra Madre mountains give a lot of great hiking. The industrial power of the city ensures that services like electricity and water always work.

For a person that prioritizes safety and value, Querétaro is one of the most rational choice on the map. It’s not the logistics and aerospace heart of the country. Clean, functioning public services, and has a very “New… Mexico” vibe and optimism.

Logistics

It is the logistics hub of the country. High speed rail connections to CDMX are in development, and the local international airport is an efficient alternative to the capital. The city layout is logical and easy to navigate. I would say it a driving city with less walkability than mexico city…But for most readers.. You will still save money with ubers

Price

I would call this city a “Value for Money” destination. You can find a high end home in a gated fraccionamiento for the price of a studio in Roma Norte. Its a great place to maintain a high end lifestyle on a mid-range budget.

Quality of Life

The only possible negative is many say Querétaro, while arguably the safest and cleanest major city in Mexico….Is a bit boring.

Dating

Slightly more conservative, family oriented, and stable. Ideal location for someone looking for a partner. * I would also argue that the city isnt as “young” like most parts of mexico, the young upwardly mobile population gravitate to Mexico City or Guadalajara. The 30s crowd is more in Queretaro.

MY Take

Querétaro is a good place to park if you want a low stress enviornment.

4. Mérida

Mérida consistently ranks as the safest city in the Americas. Located in the Yucatán Peninsula, strong local culture. The only tax for Mérida is the heat; with temperatures often exceeding 100°F.

Logistics

The “Maya Train” is new in the regional travel, and the international airport does have links to North America. but, the slow “tropical” pace applies to everything in the area so don’t expect the efficiency of the North.

Price

Mérida You can buy a “ruin” in the city center and restore it into a palace for a fraction of what a similar project would cost in Europe or the US.

Quality of Life

The safety is total.

Dating

Meh.. Its calm and traditional. The local population is polite, but social interactions are still partially governed by “Old World” etiquette. It is not a city for the transient bachelor in my opinion. The girls are also not the best looking in my opinion.. that goes for both the locals and the foreign population. Its hard to really stay dressed up when its 100F.

5. Guadalajara

Guadalajara is the birthplace of Tequila and Mariachi, but it has some of the regions biggest tech firms. You get a balance of old mexico and modern luxuries.

Logistics

The city has a great airport. Connectivity is great, and the local tech talent pool makes it a good place place to hire.

Price

Guadalajara is roughly 20% cheaper than CDMX while having id say 80% of the same benefits. It is the sweet spot. But best if you actually speak spanish. The level of fluency there isn’t as high as Mexico. I would argue without spanish or if you’re still learning. Monterrey and Mexico city are the best bets.

Quality of Life

The climate is an eternal spring, like mexico city or Cuernavaca but the neighborhood of Americana offers great nightlife scene. If you have the money, there are plenty neighboors that are also great. The only other issue I have is that the city isnt as walkable even with public transportation. You’ll like going 20+ minutes everywhere in an uber.

Dating

BUT..Guadalajara is famous for having the most beautiful women in the country and the dating pool is more approachable than the the capital for most people even if still a but more traditional

It’s best all around second step city into Mexico, If your spanish is good, and you don’t want to pay the higher cost of Mexico City, it has one of the highest lifestyle ROsI in the country.

6. Puebla

Puebla is a sleeper of Mexico. It’s just two hours from the capital. Still has a bit of of “colonial grandeur and prestige” that often gets overlooked because most people go to mexico city. Some would say it’s the gastronomic heart of the country and still a solid professional class.

Logistics

Proximity to CDMX is great. You can access the resources of the capital during the day and retreat to the Puebla by evening. It’s a much smaller city though so if you plan to travel around out out of Mexico, you're often forced to either accept layovers on flights or make the trip to Mexico City.

Price

Puebla does have a lot of luxury rentals. You can find nice penthouse in the Angelópolis district for the price of a cramped apartment in Roma. But you won’t get the same bohemian/international vibe.

Quality of Life

The architecture is awesome, the city feels clean and safe. Many say its Underrated because you can still find. high end dining, high end shopping, but without the crowds or the hype.

Dating

Both traditional and social. The social scene is built around plazas and private clubs. You can reward yourself with both the seedy bars and more sophisticate venue. The city also has multiple university and a good bit of international student.

My Take

Puebla is for someone that doesn’t want the noise of the city but still wants some of the choices. As long as you can handle things being a bit boring at time or if youre not partically the type that wants to travel a lot

7. San Miguel de Allende

San Miguel de Allende (SMA) is a high altitude spot like Mexico city. For the longest, its been a magnet for artists and expats. My only gripe is the expats are usually retiree vs digital nomads

Logistics

The town is walkable, and you can survive here with zero Spanish. However, it lacks its own airport (you’ll use Querétaro or León), which makes it a “destination” rather than a “hub.”

Price

SMA in my opinion is overpriced for what it is because the “Vibe” is the product. You are paying for the aesthetic of the town vs the ameneties .

Quality of Life

Art, wine, and rooftops are big in this city, but I really can’t say it has a thriving population. The weather is great and the architecture is very colonial. But its just too far out of the way to really set up shop.

Dating

Again..the demographic leans older. It is a solid place for networking but the pool is smaller than in the major cities. Most young people are simply go to Guadalajara or Mexico City.

The Operator’s Take

Good for a 1 month work break, or a weekend adventurer. But unless you’re a retiree, its probably not the fit for a high energy person.

8. Puerto Vallarta

Puerto Vallarta is one the few beach cities in Mexico where you can actually get work done. Unlike the transient party towns, PV is calm for the most part outside of the strip.

Logistics

The international airport is well connected since it’s a vacation destination.

Price

The “Zona Romántica” is overpriced and tourist heavy, but Marina Vallarta offers better value. There are families in PV and the community is pretty small.

Quality of Life

Simply put, outside of high season, its a relatively relaxed beach town with things that happen in beach towns. Nothing particularly special…but some people want that.

Dating

A mix of a transient tourist population and locals. * PV is the “LGBT” capital, if thats youre interest, Its a great place, but I think for a lot of people, it won’t interest them much.

MY Take

Great place for a relaxing week, with or without your partner, but if you are more party going, Playa del Carmen might be a better bet.

9. Oaxaca

Oaxaca, is the heart of indigenous culture and the capital of Mezcal.

Logistics

Logistics are kinda rugged. While fiber internet has arrived, the pace of life is slow. Its more a place for culture vs speed

Price

Its very affordable, but a warning that “Gringo pricing” is creeping into the centers. But you get some of the best culinary arbitrage in the world for a fraction of the cost.

Quality of Life

Climate is mild, culture is unmatched - Even though it gets a lot of tourist and creatives. You’re arguably - deep into Mexico. Some people may not like it or it may be too big a culture change for a first move..

Dating

Bohemian and artsy is the word I’d use..But no one in Mexico has every hyped up Oaxaca for dating.

10. Tulum

Lastly…Tulum is not a place to live..it is a place to be seen. Its an Aesthetic Simulation within the Riviera Maya. Its filled with both influencer and hippy types making content. Kinda feels like a Bali with even less infrastructure.

Logistics

The new airport has… improved connectivity, but the local infrastructure is strained. It is a city built on sand, both literally and metaphorically. Being extremely small and in the jungle, a lot of peoople bike around.

Price

The most inflated in Mexico. You are paying NYC or London prices for a jungle environment. This is simply a marketing expense if you are in the influencer lifestyle.

Quality of Life

You do have a lot of “high-end” wellness cultures mixed with some chaotic sweat, humid nightlife. Its fun for a two-week vacation but the lack of stability makes it poor for long term residency. Cancun,Tulum, Playa del Carmen are often the first places foreigners move to because they previously visit for vacation..But I think most people only stay there a couple months to a year before moving to Mexico City

Dating

Transient and superficial. High turnover is the politically correct word. Everyone and everything is short term…

My Take

The jungle will eventually swallow everything there as soon as the money runs dry.

The most critical step in the process of living in any of these places …is securing your residency. In 2026, a Mexican residency card is the ultimate option in your portfolio. While the fees have nearly doubled since last year.. that should be a notification to do it before it gets more difficult.

Institution vs. Reality

In the West, specifically in the Cold-Climate cultures of the U.S., Germany, or the UK, we are indoctrinated to believe that institutions are the bedrock of civilization. We are taught that the law is blind, contracts are sacred, and the police are the ultimate arbiters of order.

Anatomy of a Delusion

Every year, thousands of men, from divorced engineers from Ohio, burntout tech bros from San Francisco, and “Passport Bros” touch down in cities like Medellín, Mexico City, or Rio de Janeiro. Within 72 hours, they experience ( or at least hope to) what can be described as The Halo Effect

Back home, these men are quote “invisible.” They are mid tier earners in a hyper inflated dating market where the average woman has the entitlement of a Persian princess and the temperament of a corporate HR manager. But in Latin America they are suddenly the main character. Women who are models, lawyers, and fitness influencers are suddenly attentive, affectionate, and seemingly obsessed.

The dudes falls into a classic cognitive trap. He thinks he has finally found “traditional values.” He thinks he’s found a culture that appreciates “real men.” He thinks it’s love….

Six months later, the script flips. The “Halo” falls off. She becomes demanding. She starts finding herself at 3:00 AM in a reggaeton club while he’s at home wondering where the sweet girl who made him arepas went. He calls her unstable or a gold digger. He fails to realize that he was playing a high stakes game of Biological and Social Arbitrage, and he didn’t see the “market crash” coming.

The Psychology of Attraction

Low-level thinkers assume Latinas only like foreigners for a “Green Card” or a bank account. While the “Passport & Paycheck” factor exists, it is the least interesting part of the equation. To understand this you have to look at the three pillars of Foreigner Premium.

The “Veblen Good” and Social Signaling

In the insular high society circles of Latin American capitals, status is everything. The local elite men all look, speak, and dress the same. They often carry a Machismo that is predictable and, often, boring to a higher value woman.

A fit, confident foreigner is a Veblen Good, a luxury item whose value increases because it is rare and signals high status to her peers. Walking into a brunch spot in Polanco or El Poblado with a tall, well-dressed foreigner says to her social circle: I am international. I have options beyond the local pond. I have been chosen by the outside world. You are a trophy that validates her standing among other women.

Biological Drive

Evolutionary psychology tells us that humans have a subconscious drive for genetic diversity to strengthen the offspring’s immune system. In many Latin American cities, social classes are vertical and people rarely marry outside their specific economic or ethnic strata. A foreigner represents new blood.. It is a primal, subconscious attraction to the Other that overrides logic.

The “Provider” Narrative

Latin American Machismo is a double edged sword. While it produces masculine men, it also produces a culture of rampant infidelity, sucursales or (second families), and emotional volatility.

The foreigner is perceived as The Safe Bet. The stereotype of the Western man is that he is loyal, stable, emotionally transparent, and crucially….a better longterm provider. Some chicks look at the stability of their future. She is betting/hoping that you won’t disappear on a bender or spend the rent money on a second family in the next town over.

The “Turning Point”

At the time of my 2025 update, the exchange rate was roughly 19:1. Today, it hovers around 17.2:1. When you combine that currency shift with local inflation, most expats are looking at a 10% to 15% increase in their cost of living compared to last year.

Rent + Utilities: $2,200

I ended up not really downsizing as planned. Instead, I moved into a slightly smaller 3-bedroom apartment in a prime neighborhood. While the square footage is a bit less than my previous 2000 sqft spot, the price rose to $2,200 USD.

The “Inclusive” Hack: The major change here is that I negotiated a “bill-inclusive” lease. My landlord now covers gas, water, electric, and high speed internet. For the reader, utility prices haven’t actually changed much in pesos, but negotiating them into the rent provides a slight shield against fluctuating monthly bills and the headache of Mexican bureaucracy.

The Real World (Outside my bubble): I recognize that $2,200 is high and most people are not going to need 1600+sqft. If you are looking for a 1-2 bedroom apartment in the “Expats’ Golden Triangle” (Roma, Condesa, or Polanco), expect to pay between 22,000 MXN and 32,000 MXN ($1,270 – $1,850 USD).

Pro Tip: If you move just outside the bubble to neighborhoods like Narvarte, Del Valle, or Santa Maria la Ribera, you can still find multi-level, multi-bedroom units for the same price as a 1-bedroom in Condesa. I am actually planning a move shortly that will result in a 19% drop in my monthly rent by shifting neighborhoods. Mainly because I want to live in a quieter neighborhood, but also because I don’t really need 3 bedroom.

Food & Groceries: $450

My food costs have risen almost exactly in lockstep with the strengthening peso. While I still prioritize high-quality protein (lots of beef and chicken) and use delivery services for 90% of my shopping, the USD cost of “eating well” has crept up.

If you want the “deal,” you still have to go to the local tianguis (street markets). If you want the convenience of Rappi and premium supermarkets, you are going to pay prices that probably get close to mid-tier US cities.

Lifestyle & Entertainment: $1,400+

This is where the “Super Peso” and lifestyle creep hits for some

• Dates & Nightlife: A standard wine or cocktail date (two drinks per person + a light snack) now averages $40–$45. In upscale spots, prices have jumped about 15% over the last year. That’s still cheap in comparison to US cities. If you purely went to more tourist places, you would probably see the increase closer to 30%.

• Dining Out: A casual meal is still affordable, but a “nice” dinner now sits firmly in the $60–$70 range per person. Casually, you can eat for anywhere from $5-$12 a person I would say..

• Health & Wellness: I’ve optimized my health spend. I now maintain two gym memberships for about $45/month total. The trick? I negotiated a “local” rate by paying for the entire year in advance.

• Clubs: New for 2025 is my memberships to a couple business and social clubs like Soho House. While not a monthly “bill” in the traditional sense, it averages out to an additional $230/month for access to the network and facilities.

Transportation & Services

• Uber: Still my primary mode of transport. Rides average $4–$9 depending on traffic. Ubering chicks around, you could spend upwards of $20. But that might be the cost for a 40 minute trip at a peak hour.

• House Cleaning: I have a new maid who actually costs fewer pesos than my previous one, but because the peso is stronger, my USD cost remains identical to last year. - Around $25 per cleaning for 1600sqft/150ms

Education & Random Spending: $300

I am still at a $0 monthly spend for Spanish lessons. I’ve reached a level of fluency where daily life is my classroom. However, for those of you just starting out, I highly recommend checking out these guides:

Random spending on Amazon or imports from the States still hits about $200–$300/month. Mexico City has everything, but sometimes you just need that specific supplement or gadget from the US.

2025 Total: $3,900 – $4,100

Total Monthly Burn: ~$4,000 USD

Looking at my recent credit card statements, my lifestyle spend is hovering around $1,800–$1,900, which, when added to my $2,200 rent, puts me at roughly $4k a month.

I write this to say Mexico City is “budget” destination it was in 2020. It is a world-class capital that is beginning to price itself like one. You can still live here for $1,500 if you’re frugal, but to live at a high level in the best parts of the city, the city requires a deeper pocket.

***The “Baseline” Expat Budget

While my expenses reflect a higher end lifestyle where a big chick of my expensive is a 3-bedroom unit, it is entirely possible to live a very comfortable “middle-class” expat life for significantly less. If you opt for a modern 1-bedroom apartment in a desirable neighborhood like Roma or Condesa, your rent will likely sit between $1,100 and $1,400 USD. Combined with a standard grocery budget of $350, a mid-range gym membership ($45), and a healthy social life of two “nice” dinners a week plus Ubers, a solo expat can expect a monthly “burn” of roughly $2,200 to $2,400.
This covers all the essentials like high-speed internet, utilities, and cell phone without the overhead. Many people opt for much smaller apartments and spend more time working out of cafes.
It is a step up from the $1,800 baseline we saw years ago, but still offers a quality of life that is difficult to match in any major US city for the same price.

They will be fundamentally mistaken.
From a strategic, logistical, and cultural standpoint, the 2026 FIFA World Cup is being hosted by three distinct and sovereign city states. Monterrey, Mexico City, and Guadalajara operate under three different power structures, three unique climates, and three vastly different social codes. To the uninitiated, the event will appear as a seamless celebration of global sport.

This tournament represents one of the largest logistical mobilization in North American history. While the casual fan focuses on the pitch, the high-level clients focuses on the friction. There is a “FIFA-Sanitized Overlay,” a shiny, multi-billion dollar facade of brand activations, English language signage, and international safety standards.

Then there is the “Real Mexico” that pulses beneath the concrete. To navigate this event successfully, you must look past the infrastructure of the illusion and understand the mechanics of the host cities. If you rely solely on the official apps and the government sanitized maps, you will find yourself trapped in the bottlenecks that the local elite have already learned to bypass.

Secondly, in CDMX, business is never just busines, it’s personal interactions and capital. If you are attending a match at the Estadio Azteca/Banorte, do not expect a standard commute. The stadium sits in the south of the city, an area plagued by legendary traffic that may swallow hours of your life. The wealthy may even utilize private helicopter transits from Polanco or Santa Fe helipads to bypass the urban friction. Relying on the metro or a standard taxi is an invitation to spend the best parts of your day in a non moving vehicle. Furthermore, the Estadio itself is a concrete giant undergoing a Banorte-funded renovation to reach a 90,000-seat capacity. Monterrey: The Industrial Engine

Monterrey is where the nearvshoring gold rush is most visible, with Tesla and other giants setting up shop in the surrounding valleys.

Expect dry, punishing heat and business first social circles. While the Estadio BBVA is the most modern stadium in Latin America, sitting at the foot of the stunning Cerro de la Silla, the real power moves in Monterrey happen in the private clubs and events of San Pedro Garza García.

San Pedro is a fortress of wealth, the most affluent municipality in Latin America. If you are here, you are here for the industrial networking as much as the football. The “Regio” elite are hospitable but exclusive. Access to their circles requires more than a VIP ticket; it requires an understanding of their industrial lineage. A major truth for Monterrey in 2026 is the water crisis. While the “Corredor FIFA” will have priority access, the city’s utility grid is under immense strain. High-level visitors should ensure their residences have independent water systems and backup cisterns to avoid the reality of dry taps during the peak summer heat and massive visiting population.

Guadalajara: The Cultural Soul

Guadalajara, specifically the Zapopan district, is the home of Mexican tradition and high tech innovation. It is the birthplace of Tequila and Mariachi, providing the aesthetic that most foreigners associate with “Mexico.” But beneath the folklore also sits a massive tech hub for North American research and development. It could almost be called the Silicon Valley of the South. The city is a paradox of high tech manufacturing and deep rooted conservative tradition.

People here are called “Tapatíos”… polished, formal, and traditional. The “Usted” rule is less-negotiable; respect for hierarchy and formal address is the baseline for entry. Guadalajara is a city of social layers, and the World Cup will only serve to sharpen the stratification between the elite tech class and the visiting masses. Success in Guadalajara requires a slower, more respectful approach to networking. The aggressive, transactional style of Monterrey or the frantic networking of CDMX will be met with polite but firm exclusion here. The Estadio Akron, located in Zapopan, will be the testing ground for “Smart Stadium” technology, but the real networking happens in the high end lounges of Andares and the private tequila rooms of Providencia.

What to Expect

With 100 million visitors expected across the North American continent, the logistics war will be won by those who prepare. The infrastructure will be at its breaking point. Uber Black is the absolute baseline for movement, but for the high net-worth traveler, a private security driver may become the standard. This is not just about safety, but more about the ability to navigate a city that is fundamentally overcapacity. Along with being in a part of the country in the middle of cartel violence. A professional driver knows which roads are blocked by informal vendors and which routes are being prioritized by the military.

The Strategy: TurboTax and the FEIE

My honest recommendation? Unless your tax situation is incredibly complex (think offshore corporations or multi-country shell companies), you can probably just use TurboTax.

I juggle both W2 income and self-employment earnings. With a simple record-keeping system, it’s been seamless. Here is exactly how the walkthrough looked for me:

1. The Setup When you load up TurboTax, make sure you check the box for “Worked outside the U.S.”

2. Starting the FEIE On the following page, navigate specifically to the Foreign Earned Income Exclusion section. This is where the magic happens.

3. The “Physical Presence” Test This is the only part that requires some “legwork.” You have to report exactly how many days you spent back in the U.S.

I took several 2-3 day business trips throughout the year. For the FEIE, you have to log each trip individually, and the money you earned while physically on U.S. soil is added back to your taxable income.

• Pro Tip: Keep a folder with all your flight confirmations. You don’t need to upload them to file, but you’ll want them in your back pocket in case of an audit.

  

Stacked Deductions: The Math

The FEIE is great, but I didn’t stop there. I also utilized the Foreign Housing Exclusion (FHE) to deduct my living expenses here in Mexico.

Between the Income Exclusion and the Housing Exclusion, I knocked off about $17,000. When I added my other standard deductions—mortgage interest, business expenses, and 401k contributions—I managed to “cross out” a massive percentage of my total tax liability.

The result? A $24,000 difference in what I owed versus what I kept.

Timeline & Closing Thoughts

I filed at the beginning of February and had my refund in hand by March 1st. It’s a faster process than most people expect, provided you have your dates organized.
